The following discussion at Sutta Central discussion forum on the meaning of saṅkhārā is educational. They have no idea what saṅkhārā means with respect to Paṭicca Samuppāda:

– The point, in brief, is that no one there has explained how their explanations tally with “avijjā paccayā saṅkhāra” in Paṭicca Samuppāda.

This is why I say that word-by-word translations are dangerous!
