There is no offense:
Anāpatti—
if he truthfully tells one who is fully ordained;
upasampannassa, bhūtaṃ āroceti,
From what I see, it is quite obvious that upasampannassa and anupasampannassa used in defining this rule actually mean ordained and not ordained.
